Flexibility to consider method changes between reviews

As part of the terms of reference for the 2025 Review, the Commission was asked to consider if there is a case for the Commission to be given the flexibility to consider alternative methods in cases where there is a significant unanticipated shock (such as a pandemic) or where major policy changes are enacted in between reviews. On 19 October 2023, the Commission released a paper seeking the views of states and territories (states) on the issues, including the objective, advantages and any challenges arising from changes to assessment methods between reviews.
